Executive Director of Asset Management and Planning

Purpose/Customer Impact: This is a senior management position responsible for broad policy direction regarding investment and reinvestment in Portland Water District’s (PWD) physical assets, and oversees sophisticated information management systems to assist in near-term and long-term planning and decision-making. The incumbent manages divisions and staff responsible for: land acquisition/disposal; watershed protection; laboratories; security; engineering/design/construction management; water main extensions; SCADA (Supervisory Control and Data Acquisition) and instrumentation; and, facilities and fleet administration.
Reporting Relationships: Reports to: General Manager
Direct Reports: Engineering & Asset Management Services Manager, Environmental Services Manager, Facilities Manager
Interrelationships: Regular on-going relationships with local, state and federal officials, professional associations, other utilities, consultants and construction contractors. Provides leadership and direction for the subordinate Department Managers and represents their interests as a member of PWD’s Senior Management Team.
Independent Action: Assumes a high degree of responsibility for corporate, strategic, administrative, budgetary and supervisory matters.
Job Duties:
- Coordinate the efforts of the two Asset Management and Planning (AMaP) departments in meeting PWD’s strategic and tactical goals. These duties include communications with the Board of Trustees, Senior Management Team members, and staff to ensure that AMaP initiatives are in alignment and coordinated with PWD-wide goals.
- Direct the evaluation of PWD’s capital investment and reinvestment needs, and recommend an annual Capital Improvement Program for consideration/adoption by the Board of trustees with the Annual Budget.
- Ensure that policies for water/wastewater systems expansions are in concert with the appropriate rules of the Public Utilities Commission (PUC), Municipal ordinances/policies, and PWD policies. Develop and update such policies as necessary.
- Participate in the development of information technology applications that support AMaP’s evaluation and planning needs in concert with the needs of PWD’s operations and administration departments.
- Collaborate with colleagues by sharing vital information and providing support in the advancement of PWD goals, including: safety, customer satisfaction, legal/regulatory compliance, asset management, and reliable service.
- Establish performance measurement goals toward department results, safety and employee performance and development with department managers and assist them in achieving commitments.
- Instill a continuous improvement philosophy among staff and promote a team environment that welcomes innovation and creativity.
Other Accountabilities:
- Take initiative to meet or exceed performance quality standards and development goals.
- Ensure that PWD meets Federal, State and Local legal requirements regarding infrastructure investment and asset management, including watershed protection activities.
- Safeguard against security risks to PWD assets and natural resources.
- Sets expectations and represent subordinates’ interests in resource allocation, safety and training.
- Accomplish other responsibilities as assigned by the general manager.

Minimum Requirements: An individual must be able to perform Essential Duties satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
- BA, BS or comparable four (4) year degree.
- Professional Engineer (PE) License or demonstrated equivalent experience.
- Minimum of five (5) years of executive level experience in a similarly complex organization.
- Proven verbal and written communication skills, including the ability to effectively share information with a wide range of people within and outside PWD.
- Demonstrated ability to function in a team environment, with associated coaching skills to motivate others to resolve problems and obtain positive results.
- Ability to build consensus and willingness to remove barriers in order to achieve successful outcomes.
- Demonstrated ability to manage multiple tasks and meet deadlines.
- Ability to perform essential job functions
- Possess and maintain a State of Maine Driver’s License, with a satisfactory driving record.
