Wastewater Operations Foreperson
Purpose/Customer Impact: To participate in, and assist the Chief Operator with the management and supervision of all aspects of the operation and maintenance of the Sebago Lake Water Treatment Facility (SLWTF), pumping stations, storage facilities, wells, intake structures and chemical treatment facilities/ the East End Wastewater Treatment Plant (EEWWTP), Cape Elizabeth Treatment Plant (CETP), Peaks Island Treatment Plant (PITP), Westbrook/Gorham Regional Plant (WGRTP) and associated (direct feed) pumping facilities. Prioritize, coordinate and manage operational and maintenance (O&M) projects integral to the efficient operation of the above facilities. Position will assume the responsibilities for the above facilities in the absence of the Chief Operator.
Reporting Relationships:
Reports to: Chief Plant Operator
Direct Reports: Operational staff at above noted facilities. Will provide direct supervision to maintenance projects as defined above.
Interrelationships: Regular contact (daily/weekly with contractors, septage haulers, suppliers, and Portland Water District (PWD) administrative and support staff; routine contact with customers and the public.
Independent Action: Operate plant and pumping stations without supervision, including process changes as conditions mandate. Initiate and coordinate O&M projects. Ensure effectiveness of preventive/predictive maintenance programs.
Essential Accountabilities:
- Assist Chief Operator in ensuring operations personnel perform monitoring and operational tasks at the locations above to ensure proper treatment as defined by state and federal law, and district O&M standard operating practices (SOPs).
- Assist Chief Operator in scheduling, training, evaluating performance (input only) and general supervisory oversight of direct reports.

Prioritize, plan, coordinate resources necessary to complete O&M projects.

Perform testing, calibration checks, inspections and basic maintenance and emergency repairs.
- Monitor, interpret, modify, report and archive data from the treatment plant and pump systems' process control computers and instrumentation to ensure effectiveness of treatment processes.
- Assist Chief Operator in development and updating of SOPs and provide training to staff to ensure compliance with SOPs.
- Transport, maintain, dispose and monitor chemical (some hazardous) dosages and inventories in accordance with the most recent OSHA and EPA regulations, and district SOPs. Assist in management of Integrated Contingency Plan (ICP) and Process Safety Management (PSM) programs. Prioritize, plan, coordinate resources necessary to complete O&M projects.
- Assume the management responsibility of the above noted facilities and associated personnel, in the absence of the Chief Operator.
- Perform other related duties as required.
- Take initiative to meet or exceed quality standards; take initiative to complete special projects and developmental goals as committed to in the performance management process.
- Research and create procedures and guidelines for optimizing operational and emergency response activities and tasks.
- Maintain accurate records of daily tasks, treatment data, equipment operation and maintenance.
- Perform custodial duties at above noted facilities, including snow removal.
- May be assigned to other facilities. May provide shift coverage as necessary.
- Perform 24-hour standby coverage as required.
- Conduct tours of PWD facilities.
- Collection water distribution samples / Collect process related samples as required and perform laboratory procedures to measure required criteria.
Essential Job Functions: Sitting, standing, walking, bending, twisting, reaching, kneeling, crawling, climbing, squatting, driving, lifting (max 50lbs), visual accuracy, clear verbal and written communication, keyboard usage, telephone usage.

- Graduation from an accredited high school or equivalent and recommended vocational level training in electrical, mechanical, environmental and wastewater technology fields.
- Possess a State of Maine Class IV Water Operator's License / Grade V Wastewater Operator's License.
- Possess a valid State of Maine Class C Driver’s License, with a clean driving record.
- Demonstrated knowledge and experience in potable water treatment and disinfecting plant operation and maintenance, including ozone and chlorinating processes/ secondary wastewater treatment processes, chlorination/ de-chlorination processes and wastewater collection, interception and pumping processes. Minimum of five years experience required.
- Knowledge and experience in water/wastewater process control analysis, hydraulics, pumps, pressure control valves, chemical feed systems and instrumentation.
- Knowledge of the District's safety procedures including, but not limited to the use and handling of hazardous chemicals, Confined Space Entry Procedure and related equipment, and associated OSHA/EPA regulations (PSM and ICP).

- Ability to use various computer software including Asset Management System, process control software, SCADA systems, data warehouse system and Windows based applications to monitor processes and create guidelines and reports.
- Ability to meet approved physical and medical standards. Must be physically able to complete necessary tasks while wearing an approved respirator, as required.
