Construction/Asset Specialist

Purpose/Customer Impact: In support of Asset Management and Planning, the Construction/Asset Specialist is a frontline representative performing construction inspection and providing accurate documentation and data management services, while lending inspection support and mentorship to others in the timely resolution of field issues.
Reporting Relationships: Reports to: Utility Asset Coordinator - AMaP
Indirect Reports: None
Interrelationships: Regular contact with PWD personnel (Water Operations, Wastewater Operations, Customer Service and Administrative staff). Daily contact with contractors, consultants, state and municipal staff.
Independent Action: Work within generally established department guidelines and make decisions in the field with limited supervision. However, direct supervision may be required for some tasks.
Job Duties:
- Construction Inspector whose role is to perform inspections, mentor internal and external inspectors, provide training, field guidance, decisions and support while remaining mobile and resolving field issues timely.
- Inspect construction to verify contractor adherence with all PWD project plans, specifications, standard details and contractual provisions. Evaluate and analyze construction activities.
- Prepare and maintain accurate location and construction records of PWD’s assets utilizing GPS, GIS, CAD, and computer-based asset management system.
- Provide on the job training for inspectors, mentorship, assistance and support to entry level construction inspection personnel.
- Track construction progress and proactively recommend solutions to avoid project delays to maintain established schedules. Attend preconstruction and progress meetings.
- Ability to determine what action to take resulting from non-compliance with contract documents. Reject work and materials that are not within contractual quality or fail to meet contract requirements.
- Assist contractor in obtaining all clarifications, interpretations and corrections required.
- Check all installations for performance and completeness. Operate PWD’s infrastructure to facilitate the successful completion of projects including;
- Pressure/Leak test
- Chlorination
- Pre-final and final inspections - create final punch lists for project completion
- Coordinate system shutdown’s or impacts with the PWD’s Operations Department
- Provide field asset support such as location, assessment, and testing of water and wastewater field infrastructure. Maintain compliance with OSHA standards, DOT regulations, and PWD policies. Train field staff on asset management concepts
- Act as field liaison between PWD project personnel, PWD customers, municipal partners and public/private utility owners.
- Document the project in its entirety in sufficient detail to enable an historical recreation of the events and progress of the project. Prepare detailed Daily Inspection Reports and maintain accurate Daily Quantity Reports.
- Responsible for the accurate handling and loading of GPS data into field equipment, downloading into the Asset Management System, ensuring data integrity through quality control, and proficient use of GPS equipment for precise location tracking and return visits.
- Acts as a data reviewer, performing quality control of data for both inspection services and for incorporation into the asset management system. Responsible for capturing data and ensuring the data accuracy for multiple project types.
- Perform quality assurance and quality control of field data for incorporation into the asset management system.
- Oversight of field books and other documents as required to ensure all project information is recorded properly.
- Ensure timely updates of assets in the Asset Management System and conduct spatial corrections (editing features in GIS) to maintain the precision and reliability of data.
- Assist in scheduling activities when necessary

Physical Requirements: Standing, sitting, walking, driving, kneeling, crawling, squatting, twisting, bending, reaching, climbing, visual accuracy, clear verbal and written communication, lifting (max 50lbs). Able to perform duties in various damp or wet environments and weather conditions, while utilizing proper PPE where necessary. Perform valve operation, flowing of hydrants, and other physical work necessary of the position. Required to work extended hours to support construction activities when applicable. Possess skills necessary to prioritize working multiple projects at once with the ability to move from one location to another throughout the day.
Minimal Requirements: An individual must be able to perform Essential Job Duties satisfactorily with or without reasonable. accommodations.
- Possess an Associate’s Degree in Civil Engineering Technology, Construction Technology, Construction Management, or an equivalent degree that meets requirements.
- Possess a valid State of Maine Class II Water Distribution System Operator's License within two years.
- Possess a valid State of Maine Class C Driver’s License, with a clean driving record.
- Possess five years of progressively responsible experience at PWD or at a similar organization.
- Possess intermediate level skills using GIS, GPS, and Asset Management software.
- Understand standard installation and operating procedures, safety policies, practices and techniques used by the PWD’s Operations and Engineering Department, including the use of PPE to successfully and safely complete duties; PWD procedures related to water quality, disinfection, cross-connection recognition and control, and system flushing.
- Understand the PWD’s pumped, boosted and gravity distribution systems and their interrelationships, as well as the PWD’s transmission system and the impact of its operation and the varying effects of elevation on system pressure.
- Demonstrated ability to function at a high level in a team environment, present oneself in a professional manner while effectively communicating in oral and in written forms.
- Demonstrated pattern of good decision making; as it relates to safety, PWD policies and procedures, ability to successfully apply developed skills to meet PWD goals.
- Demonstrated ability to utilize the PWD’s asset management, customer information and geographic information systems. Intermediate skills in the use of Microsoft Office – Word, Excel and Outlook.
- Excellent written and verbal communication skills, with an ability to make complex concepts in the construction industry understandable.
- Demonstrated ability to efficiently manage time, with strong prioritization skills to ensure timely completion of projects.
